    I had a situation just now where 2 planned research DEAs for my home planet just sat there turn after turn in the "planned" status. What is it waiting for? What determines when a DEA will move from "planned" to "in progress"? It can't be money because my treasury was growing turn after turn, and I had the slider for normal economic activites moved over to the right, but there was a "no" sign next to the slider.

    1. You have to take into account things like available workforce. If there are too few people to work in the new DEA (Employment Rate ~99% ) it will be useless for your viceroy to build the planned DEA at this time.

    2. Which treasury do you mean?
    There are 2 Treasuries, a planetary trasury and an empire treasury.
    Buildings, DEAs and the like are paid for by the planetary treasury which can only be seen at the Planet Menu. If the Planet has too few AUs in the treasury it won´t build things at once.
    The Empire treasury is absolutely independent from this. It can keep growing while your Planets remain poor. Only way to give Money from the imperial treasury to the planetary treasury is through planetary grant (but you can´t decide which planets get the money, it is usually divided among the poorest planets of your empire)
