races unbalanced?

Has anyone noticed that the races are unbalaced?

From what i have seen the Cynoid and Meklar civilizations are stacked, they recieve a 40% bonus to manufacturing and have almost 500 total points spent in their modification screens. Other civilizations get no bonuses and recieve only 300-400 total points.

If you look closely, you find the cost of upgrading is different for all the races. That is why the points add-up is different.
