In the game I am playing now I have noticed that one my outpost had its name dimmed out in gray, population of about 1300. The little "circle with colors corresponding to what race has colonies\outposts in the system" icon (amazing how I know all the technically names for these things) that shows up when you click on a star in the galaxy view says that one of the 50's sci-fi robot races is in the system. Am I correct to assume that this planet has outpost from BOTH our races? And if so, how the hell do I get the buggers out of there?

Yes, this may be.

And who owns the Planet when the Outpost grows into a full colony depends on how fast your Races grow.
If the sum of your Population and the Population of the other race reach 1 the Outpost grows into a full colony and it belong to the Empire which has the highest Population on the Planet

You should set Migration to "On" as fast as possible or think of getting a Colony Ship there, to add some Colonists to the Planet.

But if the Population is already 1300 maybe it is too late and the Outpost will soon (the next turn?) grow into a colony.
