Spies from Uncontacted Races

Anyone else getting this?

I've played a few games now where I have not managed to get in contact with species but not have them show up in my communications screen, yet I'm somehow getting hit by spies and capturing their spies, yet I can't send any their way.

Me too. Damn dirty apes! I thought maybe they were inserted during a brief contact with an empire then continued to operate for the glory of the civilization.
