Technology (Tech Tree) Control

Has anyone figured out how to set & lock the technology (tech tree) distribution percentages (%) or otherwise pick and choose what technology to research next? I can't seem to do a single thing to affect my technology direction, aside from put more or less money in. The #$^&#$ viceroy keeps twiddling with distribution percentages (%) no matter what I do or how I lock them - and I haven't found the option to get the viceroy to keep his virtual fingers off.

Locking Tech %s

After the first few turns my viceroys stopped twiddling on thier own but as far as I know the "Lock" feature is broken.

The lock feature has nothing to do with the viceroy's. I don't know if they ever claimed it was. To me, it's simply there to allow you to each each slider how you want, because moving one slider invariably will effect other sliders. So say you have certain exact %'s you want across the board, you set one to that percent, then lock. Set the next, then lock, etc. If you didn't do it that way, you'd be spending a day trying to set the %'s.
