Make dev plans perm

This is not a bug, but I would sure like to see the Dev Plans I put together be saved for all games. This file can be changed during any game and will be retained.
I fire up a new game and look at the plans and they are empty, that means I need to do it all over again, ouch.
I sure hope they were written down someplace, once you got them were you wanted them.

Agreed, very much agreed. would help with restarts, make much easier.

I've heard that you could open up the data assets folder and look at the .mob files and that you could do some tinkering from there, but that seems not only clunky but also dangerous.

Yes I do not want to do that, unless I have no choice.
