Later Addictman gave a program to do it, which you can try at your own risk (others have said it worked), it was tested on WinXP. http://www.idi.ntnu.no/~terjebol/moo3/
Haven't tested it myself because for some reason the FedEx guy didn't give MOO3 to my local EBGames today for some unknown reason, so I still don't have the game.

The file...
Program Files\Master of Orion 3\GameDataSets\Classic_01\GameAssets\Common\fonts. mob
...can be unzipped. Inside, you'll find the fonts.txt file...

The five font files at the top can be replaced with a new font name. You'll also have to copy the font file you want to use to the font directory.

Line 2: EUBC____.ttf - Controls Menu & Button Labels
Line 3: EurostileLTStd-BoldEx2.otf - Controls Icon Labels
Line 4: EurostileLTStd-Ex2.otf - Controls smaller labels
Line 5: EurostileLTStd-Cn.otf - Controls text descriptions such as Master Notes
I haven't played with the font files much, but I've found that some fonts make BAD choices for controls and labels.
We could use some experimenters to find out the best font combination. Any volunteers?
