    For me the biggest disappointment in most 4x games is the implementation of Ideology. Only Smac has had a real good crack at it, but no game has really tried to develop it since.
    Check out Galactic Civilizations. You can win the game by pushing your culture onto the other races. As far as MOO3, it sounds as if like government types that aren't aggressive in nature tend to be predisposed to each other. I know that's not exactly what you're looking for but maybe it will suffice in a pinch.

      There's a difference between wanting a game to have additional depth by making ideology and culture important and over-doing it such that culture becomes TOO important to the game Culture and ideology are definately a driving force of politics throughout history, but what I've heard so far about how Galactic Civilizations treats culture is so outside the bounds of reality that it just looks dumb...

      I want these games to have more depth, but I don't want them to OVER-emphasize the impact of these things...

        Give them time, young grasshopper. Reading through some of the beta comments, they've recognized this as being a fairly powerful force and they're toning it down some. It will still be a victory condition but much, much slower in coming to fruition than before.

          Culture is almost impossible to put into a computer game. It is very hard to have culture in a role-playing game that run on paper and pencil. I have no degee but like to study ancient culture like the Miona of crete and Ancient Egpty and read history.
          By the year 2100 AD over half of the world population will be follower of Islam.
