For me the biggest disappointment in most 4x games is the implementation of Ideology. Only Smac has had a real good crack at it, but no game has really tried to develop it since.

As far as MOO3, it sounds as if like government types that aren't aggressive in nature tend to be predisposed to each other. Culture is almost impossible to put into a computer game. It is very hard to have culture in a role-playing game that run on paper and pencil. I have no degee but like to study ancient culture like the Miona of crete and Ancient Egpty and read history.By the year 2100 AD over half of the world population will be follower of Islam.
