Raising the limit for racial penalties in MOO 2

Some time ago I started to play MOO2 again. While experimenting with different race setups I noticed that there is a restriction regarding racial penalties (-10 picks).

Is there a mod or cheat to remove this limit ?

There is no easy way to change the -10 penalty. Though it easy to change the negative racepicks with pickhack. Just set them all to zero...and take the negatives you like. You should find pickhack on Zoes or LBs site.
