I'm noticing the Viceroy just not building things as part of regional deas,planetary build items, or even the DEAs themselves. Other similar problems require changing portions in this file. Would it be wise to just up every positive priority in this file to 100 or higher?

some followup:
Changing all the eff and cap values to 750 seems to have had an effect on deas constructing improvements, I'm not running into planets that can build something from there but aren't. Likewise changing Hull_Bld to 750 from 20 seems to have made every planet build all the shipyard enhancers.
Also 1 wierd planet, Urna 3 wasn't building deas, and there was a deal where I couldn't assign 3 deas(it outright refused to place 3, I could move the slot that would be empty, but there it was.) But I kicked the viceroy in the butt by getting rid of all the planned deas, and giving the planet a User defined development plan. So I've atleast got it building deas now, 2 at a time. I do have to change them though, because the Viceroy wants to build additional farms instead of improving the 1 it has already.
adding OffSensr = 750 doesn't have any effect on whether or not sensors are built. I assume that planets have to be in some degree of danger to build 1 since my homeworld will not build any sensors for its military dea but I am capturing worlds from the AI that have these sensors. I'll go check and see if I can make the sensors increase military dea efficiency in addition to scan range and see if it will start building them then.
Finally I'm still finding planets that won't build assigned deas(1 or 2 on some planets, not like Urna 3 where it wouldn't build anything at all.), I'll try kicking the value for the deas up to 750 and see what that does.

More followup on Urna 3: It turns out that the game thinks there are 3 additional industry DEAs that are simply not present in the game, income sources lists 7 industrial deas while there are only 4 there. total production points matches up with there being 7 industrial DEAs though, so perhaps this is just a display bug,though I assume some slot for a dea is being alloted two deas and its not displaying the industrial one since I think i conquered the planet with 3 deas.
Changing the modifiers hasn't been a global fix to the not building stuff problem unfortunately, also I had to hawk watch the viceroy on Urna 3, it kept wanting to add bio deas even though I have a massive surplus and lots of techs to improve the DEA itself.
