I don't believe it is, though depending upon circumstances the sending of the ship(s) may itself be considered an aggression.
(What, you expect the computer to believe they're just peaceful colonists? Would you?

I've done this (and had it done to me) and nobody seemed to mind. I remember one planet with three seperate races once. Actual ownership appears to occurr once the pop exceeds 1000 (the first letter of the name changes from small to large).

Once the pop of one (or more) players exceeds 1000, yes. You can get some nailbiters when you're hoping for control and it's about 950 for each of you.If I'd known then what I know now, I'd never have done all the stuff that led me to what I know now...
