How is extra military spending allocated

I'm one of the few people that like this game. Its good
at the ' impossible' level . There is a significant learning
curve because of so many feature interactions.

Question?
Besides mil. maintenance, I like to find out how military
spending is allocated, especially to the Mil. Build queue
of the planets. Also is there an indication in the planet
screen or Sitrep of the spending. So where does it go
when you set the Military slider in the Finance screen
above the maintenance level??

For instance, there is a particular allocation senario for
grants to planets from the Finance slider and it shows
up in the individual planet screen. This one I understand.

I know it goes towards the completion of items in the individual planets MBQs but how exactly which planets get this is decided I am uncertain. I think it might just complete several items that are near completion instead of acting like grants from the planetary grants that are shown in the economic area of the planets info panel.
