What will blockading a system do?

If it is a system with planets you control will it
1) deny sending immediate ground reinforcements?
2) cut off food/mineral shipments?

Maybe their Troopships have some kind of Stealth Technoloy which renders them invisible to your Blockade Ships
So, you are able to starve them to death, but as long as one Civilian is alive after a long Blockade your Troops might find several Armies protecting the Planet

It prevents the owner of that system from supporting it by cash grants, receiving cash from it, giving or receiving food, and minerals.

Even unarmed scout and colony ships can blockade a system.
