    How this work with my oponents? It's really worth to use money that i could be using to make ships or buildings? I had used 2000 bc with the dengrin in my last game i don't see any usefull effect

    It forces your enemy to spend more money for morale improvement. If it's successful you'll see a message about how so and so's party lost control of their senate. You can also tell when you start taking their planets and they're running a huge deficit because of the many social improvement they made to combat falling morale.

      That's pretty sweet. I'm spending about 1200 a turn destablizing the Drengin in this game I'm playing now (it's the largest part of my budget). It would seriously blow if I was just wasting it all.

      Does it have an impact on planets leaving to join the mini-civs? They've lost a couple to that so far.

        It should. The Drengin are probably spending the money for propaganda and moral boosting on planets closest to you. Be sure to go after that minor civ before it gets too powerful. The minors get huge cheat bonuses.
