Question about Govs

I can't seem to figure out if there is a way to automate a panet like you could in civ. I just want a planted to be able to keep the people happy, and build some social buildings when they become avalible.

I have looked the Manual over and still nothing, any ideas guys?

There aren't AI governor's in GalCiv.

The governors basically allow you to set up different build queues.
