Can you spy on Minor civs?

There is a minor civ in my current game that has lasted a long time and has become quite powerful - but I cannot see it's planet details. Is there somewhere to set the espionage budget for them - I can't seem to find it...TIA

Either you can't, or other people have failed to find it too, since I saw someone commenting offhand (on the galciv2 forums) about how he couldn't easily observe other players attacking minor civs because it wasn't possible to spy on them, or something like that.

I wonder how many FBI alerts the thread title set off
<Kassiopeia> you don't keep the virgins in your lair at a sodomising distance from your beasts or male prisoners. If you devirginised them yourself, though, that's another story. If they devirginised each other, then, I hope you had that webcam running.

Just incase they missed us.... TERRORIST BOMB WHITEHOUSE PREISDENT. There, gotta keep them on on their toes.

This seems to be another situation where building a stripped down recon drone and planting it by their one planet would do the trick. It is odd they didn't include the ability to spy on them though. I mean after the description of the minor civ it says "if we want to learn more, we'll need to spy on them..." Maybe its taunting us.
