I was probably pre-patch, Haven't played been evil for a while, lovin those Neutrality Learning centres toooooooo much.

Not a bug. If you have the tech, you get to use Nano Rippers. Evil has nothing to do with it.

Nano Rippers = Normal tech research post Singularity Driver IV.... they have *nothing* to do with alignment.

Psyonic Weapons are *evil* alignment.

To repeat - Irrelevant of your ethics, you can use Nano Rippers if you research Singularity Driver IV.
