Newbee question on colony ship

Just started using the game last night. Question on colony ships. After building them, when do they become operational. Mine won't move. Is there a need to wait for population to fill them or something?

Click the planet and look for the ship in the small space menu above the turn section. Click the colony ship. You should be able to click a green up arrow in one of the corners, bottom right I think. The colonist screen should pop up. It will default to half your population. Change the number to whatever you want and click OK; it should launch your ship. Left-click to highlight the ship then right click a star system to move the ship to that location. When you get there, you'll be asked to rename it if you wish. Click OK then move your mouse over the planets and you should see a little colony ship move to each planet as your mouse moves. Click the planet you want to settle and your colony is established.
