Ridiculous Spending ...

Hello there ....

Can anyone here explain this situation that I encountered in Galciv? I would not have believed it if I had not seen it happen with my own eyes. Situation: Class 19 planet. No social improvements had been built. Revenue: 29 bc. Spending: 0 bc. I constructed a fusion power plant. The income remained the same but the spending rose to 79 bc. How did that happen?

Sounds like ENRON or some other pollitical crony got the contract for running the gnereator.
