How can I do this? I can't find a screen that will allow me to spend money. I had the Torians launch a major destabilization campaign and my only recourse was to smash them until they ran out of money and stopped. Any help would be appreciated.

On the planet screen, click "DETAILS". It's in the lower left corner. In the lower center part of the screen you will then find the propaganda slider, all equipped and ready to use by your resident Goebbels.

Edit: Remember this setting is planet specific. You will have to set this for all planets experiencing morale problems.Im not sure what Baruk Khazad is , but if they speak Judeo-Dwarvish, that would be "blessed are the dwarves" - lord of the mark
