Military upkeep?

In my last game the Altarians got hit hard by a recession. My spies showed that they were at about -14,000 credits. Even being this far in the hole they were able to field a huge fleet with no apparent repurcussions (this may have been the cause of their economic problems). You'd think a few of the ship captains loyalties would waver after the pay not coming for a few years.
