Sid's Gettysburg game is pretty good, though a bit dated now.

Probably a better option is mods/scenarios for Civ4 - I think there is a civil war one.

Set near the beginning of the war, all the southern states have seceded and the only peace possible between Lincoln and Jefferson Davis is the peace of victory and defeat. The south has cotton (ok, silk) and able generals; the north has the population, economic might, and industrial capability...

There's one. Haven't played it myself.

Civil War Generals II: Grant Lee Sherman was good, but also dated now.

Forge of Freedom looks like an entertaining game. At least, it passes the "watching someone else play it" test.
