I need some new games to play. Preferably I would like a TBS game or City building game. My notebook is pretty old so it can not be graphic intensive so the game would probably have to be around 2004 or before.

If you've never played Pharoah, that's pretty good.
Paradox games aren't TB, technically, but are kind of close to it - single player oriented complex historical strategy games. Already tried Dwarf Fortess and the EU games, I didn't like them so much. Pharaoh and the Gal Civ games look good.
Would you recommended Gal Civ 1 or 2 Snoppy, I think my notebook can handle Gal Civ 2.Kids, you tried your best and you failed miserably. The lesson is, never try. -Homer

Any of the Sierra citybuilders (Caeser, Pharaoh, Zeus, Emperor) is a good choice. It depends on which culture you want to delve into...

CivIV is about the pinnicle of tbs, but on huge maps(that i prefer to play on) with 8 or so other Civ's, my 2GB ram 2.2GHz desktop rig does slow down to almost annoying waits between turns in the late game. I think it runs even slower with the wonderful FFH2 mod. So take that into account with CivIV.
GalCiv is good, GalCiv2 is better(but check specs etc).
Pharaoh(Gold) - (includes Cleopatra expansion) is probably the best of the Sierra city building games.
Xcom is 'the best game ever', and is tbs; but finding a version to run on a windows XP/Vista machine might be difficult.See LotM's thread for more on that.
CTP2 - old and nearly made obsolete by CivIV, it has some great mods and is one of the better tbs games, but if you get CivIV you may not need CTP2?
The original Fallout 1+2 are both great adventure rpg games with fun tbs combat.
Dominions 3 - some love it to death, i'm just quite fond of it, try the demo and see if you want to spend the cash for the full version.
Alpha Centuri - nearly 'the best game ever', great game and worth hunting out the expansion as well. More interesting today than when it first came out, a visionary game maybe?
Age of Wonders 1+2 - great games in that old school isometric perspective way.
HoMM 2+3 - maybe the best in this series, if you like high fantasy.
Jagged Alliance 1+2 - great tbs tactical combat games, in a fun setting.
Warlords 3(reign of hero's) - old school but decent tbs fantasy game.
Imperialsim 2 - the first game has it's fans, but the better graphics(and they are pretty old by todays standards!) on this version made me spend more time with it. Deep and difficult at times, but a good slow burning tbs game.
Shogun Total War(plus expansions+mods) + Medieval Total War(plus expansions+mods) - to my mind the best of this series, not pure tbs, but enough in the strategic map section of the game that you feel like your playing a tbs.
Spartan(by Slitherine) - decent tbs game, lots of gameplay value.
most of these are old and will have issues running on Xp onwards systems, but that's the state of play with tbs - not many people make them these days

I know it's not TBS, but you can alter the speed to the point that it feels like TBS and the game is pretty good: Rise of Nations.
