HOI is a bit bigger, I agree, I was looking for something that was wargamish (on the level that you would play on a board game). It seems like the games there are on that level.

It takes all of 15 minutes to learn everything necessary to play Risk well. At most.
Risk, for example, has about as much strategy as Chess.

Again, strategy does not mean complexity. Go takes about 15 minutes to learn, but that does not mean you can easily win it
