I have new mouse and it will not rotate SM Railroad, or Roller Coaster 3 Platinum.
However it still rotates Railroad Tycoon 3.
Can anyone help out?

Just pick up the disc and rotate it yourself. -
I'd guess you need new drivers for it? You are being sort of vague (what does 'will not rotate' mean??) but that's probably the most likely scenario, if one mouse worked and another doesn't.
Also, if it has weird funky software, like Logitech mice do for example, try disabling that.<Reverend> IRC is just multiplayer notepad.

I was talking about viewing the game from any angle. As in 360*. This new mouse will not let me do that.Comment

Well what commands rotate the view? Maybe one of your mouse buttons is broken.Comment
