    That must be a bug in the original then. The natives are surely supposed to desire finished products, not raw materials. I play FreeCol, and the natives are the expert tobacco growers and the only source of tobacco-growing expertise, which is unavailable in Europe. They don't like rolling the baccy into cigars though, and pay good coin for them.
