Jane's Fleet Command. It's kind of old, but sounds like what you're looking for. Make sure you patch it up, too. Looks like it was re-released last year with some minor fixes.

Other options:
The previously mention Harpoon. I played the original "gold" version and it was pretty good - pretty archaic in the graphics department though.
Dangerous Waters - I haven't tried it or followed it.
