There was some question concerning the rules last round: While the rules for NW delineate penalties for those who miss a turn, it is unclear whether the penalties are for turns missed in a row or for turns missed over the entire game. The discrepancy ended up not mattering last time, but let's clear it up:
When you sign up, please vote (A) if the penalties should be for turns missed in a row, or (B) if the penalties should be for turns missed over the course of the entire game.
