At this stage I think it is useful to draw together the known clues related to this mafia.
The Clues

The background seems to have many of the items mentioned in the clues, plus that looks like a plan for a pyramid to a Goddess perhaps?

Vovan, President of the Union, was taken by the crowd...After all, why wouldn't he be the Mafia? It would be a great opporitunity to eliminate his political rivals, yes? Under this reasoning, they slowly tortured him using a diverse set of tools ranging from fried fishsticks to hot fruit punch....In the end, he finally let go of life entirely.
Nikolai would not be joining the party or the Party. In much the fashion of President Vovan's death, Nikolai appeared to have been tortured by pieces of fried chicken before finally having his neck snapped.
