It sounds to me like you're referring to the tabletop miniature wargame rather than the computer real-time strategy game, yes? Well, I haven't played in years, but the codex for the army you choose would be worth it. I wouldn't invest in the others. As far as cheap in real money costs armies, you need to stick with something that uses small numbers of really powerful troops rather than mass numbers of cheap troops. In other words, stick with space marine or chaos marine, and avoid the Imperial Guard and such.Age and treachery will defeat youth and skill every time. -
If you get the computer game you can buy your army with in game resources.

Well, if all you want is a unit or two for decoration, then there's no need to buy the codex. That's just an army list, with the descriptions, stats and point costs of the various units. Just buy a unit or two that look nice, and the price is going to be about the same, unless you go for something like those oversized demon models in the chaos troops.
They come unpainted, by the way, unless you want to get someone to do that for you. That'll cost quite a bit more.Age and treachery will defeat youth and skill every time.Comment

There's a guy at the game club I do that made noises like he could get us a discount on the models and stuff and offered to paint for free.

Your best bet may be buying either the Space Marine/Tau Megaforces, but that will set you back about $200(should cover a aproximately 1000pt army though)
Likewise, you can buy the Battle for Macragge set, which will give you a buncha Marines(10) and a buncha Tyranids for about $50. Actually a pretty good deal.

Necron and CSM codices have a lot of Fluff in 'em.
