Did anyone notice the burning (wo-)man running through the streets?
He suddenly appears and runs with fuull speed into the next fountain and disappears when his/her flames are extinguished.
I suspect that they are connected to fires in the city,
i.e. they either run away from a building that is about to start burning if you don´t have any prefect offices nearby, and/or they are the ones which can cause random fires on buioldings along their running path.
But at least in my games there was never a connection with a fire message and these persons running along (it seldom happens that I get this message as my prefects seem to do good work and I never noticed such a message at the time where I saw a burning (wo-)man)
