Even though snoopy decided to play with us and did not concede in plain terms and even though Whoha didn't make my job any easier by failing to claim a domination victory, I'm inclined to declare Whoha the winner of Galactic Overlord 12. If anyone objects to this arbitrary decision, he may file an appeal by Thursday this time (48 hours from now).
