Hmm... I think that language came in a rule rewrite and was just copied in. It doesn't make sense to punish the word setter for the lack of guesses.

Btw the 24 hour rule should clearly be from the first point at which an update was possible. I actually thought that was the written rule too, and if it's somehow dropped it should be added in. If there are no guesses for 23hrs 59 mins and then there are 2 you have 1 minute to update otherwise.

Ok that's an extreme case but it's quite easy on slow days for it to take more time than I (or other employed people) am in the house in the evening to get 2 guesses.

I think that is the assumption of everyone and hopefully something we are all in agreement on, it doesn't make sense to penalize the setter because there are slow guesses.
