No. I double checked and determined that Paddy rightfully hanged the man on the tenth incorrect guess.

Incorrect guesses made:

That's 10 incorrect guesses so point goes to Paddy and Paddy gives the new word.

Yes, a maximum of 9 incorrect guesses, with the 10th incorrect guess hanging the man. So if there were only 9 incorrect guesses then Snoopy would have had a point. Ljube has now suggested there were in fact 10 so the man should indeed have been hung.
