I admit I may myself be biased in judging the Gamespot Doom3 review because I like the game, but I still think it's wrong if the game is being criticized for having what it's supposed to have. The reviewer basically writes as if he was expecting innovative gameplay, and is shocked to get retro-style linear gameplay, just surprising.
Yes, the GameSpot problem and bias generally seems to be from the lack of reviewers or the inability to assign them properly. Sometimes the same guy is reviewing very different games, which is often bad. For niche games like Civ, they definitely need someone who knows what it's really about, or else you get a review like the CtP2 one, which misses just about every important thing about the game.
The most idiotic thing I remember in a review, though (wasn't Gamespot) was a complaint that the Civ3 is "too slow paced with the turn based system". When someone complains a Civ game is slow paced and wishes it was a RTS game, you immediately see that the person reviewing it is simply wrong. It's the same as reviewing Half-Life 2 and complaining that it requires quick movement and reaction too often.
