Opponent based OOBs have been in for a long time.
But Disengage has not, and it caused nothing but damage. Of the final four players, the three strongest had never used disengage. There was never a point where someone who used D had a chance of winning. It just prolonged their deaths.

I think so. But nobody ever really used them.

Being in implies they were used. They have not been used much at all, only in the last game or two.

In GO 8, I never used M, D or seperate OoBs. Not once. They don't really help you, they just give you the illusion of strength. They are a cheap crutch for weak players and they deserve to be kylled. Running the game without them would be better for all involved.

WTF? D is KYLLED. Let me repeat that. D is KYLLED.

I think I've copy and pasted the proposed Golden Rules and not the final Golden Rules.

                      /me edits the first post*

                      ZOMFG! D is so kylled.

M is here to stay, opponent-based OoBs are capped

I have to make a compromise, and there are some very vocal fans of O-BOoBs, probably because of their excellent acronym, as well as some very vocal opponents. As a GM I prefer people to keep the use of them to a minimum as it saves me work

Only waiting on Panzeh and Civman2000 to send orders/select a character. Paddy and Spaced are "in the wings" so to speak and if they miss the deadline they are first in the replacement queue for these two. Stockpiling all BPs on the first turn is a valid tactic, very popular in GO8, so I'm sure they can cope.

Round 1 - (How to Lose an Empire)

The 1st Galactic Soviet Union might have been founded on fine upstanding Tassadarist principles, but Kit Chuss's (Joncha) forces and talents were those of a revolution, and unsuited to the government of the entire galaxy. After all, their initial aim had been to overthrow the established imperial government, now Chuss found himself in the situation of having to form a new society from scratch. His first declarations were strictly those of pure Tassadarist doctrine - abolishion of private property, equality of all galactic citizens, removal of hereditary titles - which was of course almost exactly the type of behaviour that was guarenteed to make the entire galaxy erupt in disorder and revolt.

Kit acted swiftly. Recalling General Ordin (Kassi) from prison, the veteran commander was given control of Ken Banobi's (Jaguar) confiscated warships and sent on a terror mission to enforce the will of the Party across the Galactic Soviet Union. The plan had two major flaws. Ordin's strong code of honour forbade him to attack unarmed civillian targets, and Ken Banobi's ships, although numerous, were far too few for the task when spread across the vastness of the GSU.

But what of the immense fleets once controlled by the revolutionaries? Simple economics had defeated them. Huge fleets require huge numbers of crewmen, and huge numbers of crewmen require huge wages. Chuss's plan to raid the Imperial Treasury in order to pay his crews had backfired. Years of warfare, following the famously proflagrate Navinwinat dynasty had left the Treasury empty. After a half-baked attempt to make money illegal only one solution was left. Mr Y (Jonny) offered to pay the wages of a few ships in return for the command of the vessels and a local governorship. The scheme was a total success. Order was restored in the systems under Y Corperation control. Before long Chuss realised that in order to control the GSU better, he needed assistance.

Former Senator Danq (Ljube) was admitted to the Party, and elected to the new Galactic Central Committee. His experience would be essential in running the galaxy. Of course it was easy for Danq to then appoint his old senate colleage, Ciann Pollus (Hercules) to the Committee too. Together the two politicos started to get the government of the galaxy running as before. They even began to issue orders to the fleet in the name of the Senate.

This was a small masterstroke for Chuss. General Ordin was much happier to accept orders that appeared to come from the Imperial Senate, and from the outer planets of the galaxy he had no idea that the "Senate" was just two members of the GCC, under close control of the Party. Lord Vetko (Lord Nuclear) tried to warn Ordin, but as Vetko, being a member of the galactic aristocracy, was notoriously anti-senate, Ordin dismissed the tale, and moved against Vetko's powerbase. The galaxy stood poised on the edge of war again. But it was not to be.

On the eve of the battle Agath Agathari (Tassi) made a broadcast on the galactic networks that will forever resonate through the annals of history. His call for peace and understanding was heard by the leaders, and heard by the people. The people responded, rising up and demanding an end to millitary dicatorships, warring overlords and civil disturbance. Faced with overwhelming popular opinion, lead by members of Zol Ventis's (Skanky) Ventis Socities, the Party had to cave in. The fleets were disbanded, the Senate given new powers, the old institutions re-allowed. Captain Imperium (Vlad) changed his name back from the new "Captain Galactic Soviet Union". All seemed well.

A report from Polly Siffan's (Snoopy369) restored Bureau of Knowledge painted a disturbing picture. The galaxy was at the point of economic collapse. She identified a few planets where immediate action could be taken to save human civilisation. The rest were doomed. Investment there would only mean more deaths elsewhere. It was save a few, or save none. Chuss acted quickly. His new Imperium had to be saved. Each planet to be saved was assigned to member of the Senate, a leading figure or trusted aide to be managed. Dr Point (Gamecube64), as the cleverest scientist in the galaxy was assigned two planets to run. With his typical, and perhaps unethical, ingenuity, Dr Point created a clone, dubbed Clone Point (Spiffor) to run one of them. Each planet would require someone's full attention. From Dr Point's lab escaped the genetically superior Pylkka (Smiley) who somehow located and commandeered an ancient Supertitan colony ship and set out to create as many children as he could, children that he intended would inherit the galaxy, being superior to "vanilla humans".

The inhabitants of the abandoned planets were not too happy. On one distant rock the desperate citizens broke into a bunker and reactivated the Colony 1 (Atragon) systems. The whole planet's population were dead within minutes, as planetwide, the computer system decided to save resources by switching off the artifically maintained atmosphere. On another world the people turned to the cripped hero Robot1000 (Panzeh) to lead them. Forceing them into slavery, the cyborg began to form an army. He needed the resources of one of the Imperial worlds. On the ruined former capital of New Constantinople a great leader emerged, calling himself Basileus Naviniwat (civman2000). Whether or not he really was the last emperor, returned from exile, no one could say. Many other planets erupted into panic and violence, starvation, war, death. The human race decended into a series of tribal skirmishes accross 1,000,000 planets. Only on 17 worlds was order maintained.

The next step for everyone was clear. Discussion among the 17 overlords, who agreed to live peacefully for the time being, resulted in the plan to rebuild. Each overlord would reform their own part of the Galactic Empire as well as they could. Some rebuilt destroyed bases, some trained agents, some built new space vessels to expand through conquest. Others, more paranoid, stockpiled resources or repaired planetary shield generators. The great game was on once more!

Still waiting on Civman2000 to pick character (he has sent orders).

Joncha, Jonny, Hercules and Ljube have picked characters and posted in the thread but didn't send orders. The game will process without them unless they shift it. 10 hours until deadline.

C'mon how hard is it to send a round 1 orders PM after you just posted in this thread already, guys
