It's on the Win95 cd (and doesn't seem to be available to DL, annoyingly enough, tho I have my Win95 cd around here somewhere ... but it doesn't seem to be likely to work on NT/2000/XP ...)

Found a site hosting it. Just extract it and run HOVER.exe. I have windows xp and it seems to work fine.
