'To the death' is an option solely for attackers, not for defenders. If after 6 battle rounds no clear victory is achieved by either party, what then? (something that just popped up). Is then 'only' a module destroyed in case the defenders took more damage, or is the defender forced to retreat?

Well, a flagship+some frigate pings can be repelled by a base with it's own weaponry, and that situation (an armed base) is not going to happen the turn after (or even several turns after) a baseless player has taken over a base.

Yep, you've got it.

Also, does your flagship start with a hull?

Yes, the hull is the basic ship itself. If your flagship is destroyed you'll need to build a new hull.

A flagship hull is the actual flagship itself. Say you attack someone to the death and your fleet doesn't quite make it back. Your flagship is now dead. You need to build a flagship hull (a flagship, in other words) before you can make improvements to your new flagship.

Shields increase the hp of your already existing flagship. If you have no flagship, where exactly are you going to stick that shield?

My comments:
Looks like the death of frigate pings. Thankfully.

Damaged Escort Cruisers are fully repaired between rounds, but not between two fights in a single round. Destroyed Escorts and Friagtes cannot be repaired.

Escort Cruisers? Does this mean Escorts and Frigates get repaired between rounds, or is damage to Frigates permanent?

And of course the small insignificant typos
3.3.3 Even bases can "Spread Out" rather than "Back off"
4.2 section 2 "pay" rather than "play"

Only the highest rating is chosen from all allied and owned Bridges and Comms in the battle

That makes the Comm only useful if you are out with your flagship and leave some escorts at home. Sounds a bit dubious. I do like the idea of a bridge, mostly because uberflagships are awesome.
