 alva, it's just a name for the regular ol' faucet. I only learned it recently myself. There's a remodelling going on in my father's house, and I heard the contractor say something about a bibcock. I thought wtf? Figured he was cursing at first, but then googled, and lo, nothing special about bibcock. Thought it'd be the perfect word for ol' hangman.
