Well, yeah, if you were only being struck by one nuke each turn. But eventually your attacker would wise up (I'd hope), and fire two nukes, and that would be the end of you.
Build cities, then fire nukes is the way that it's always been handled, AFAIK.
EDIT @ Shogun: No, it's a limit of 5 cities at any one time, just like the limits for spies and bunkers.

No, because if someone has one city left and you send 2 nukes at them, it won't matter if they build a city or not they will still be eliminated.
It has resulted and many players being "over-nuked" in the past (getting more nukes sent at them then they have cities), but that is the only way to be sure they are eliminated.

I don't think one can live forever by building cities, if cities build before nukes.
You have 1 city
you build 1
nuke kills 2, now you have zero cities and is elimated.
you have 2 city
you build 1
nukes kills 2, so now you have 1 city....you die next turn....apply induction for higher numbers of cities....
