The original list of wonders was heavily influenced by the names of existing forum games (in case you wonder why there's a Nascar wonder) and functions were added as seemed to make sense.
In general, my opinion on wonders is that they should allow players to "break rules" rather than simply be a mathematical modifier. The following illustrate this well:
#2 Colosseum
#4 Acropolis
#5 Silk Road (though it's benefit is weak)
#6 Jihad
#8 Trans Siberian Railroad (this seems to be a Holy Grail of wonders)
#10 U of California
#11 Nascar (0.75 sounds good; there still should be some benefit to foreign trade)
#12 KGB
#13 Majestic 12 (Completely uninterceptable is a bit overpowered however)
That said, here are suggestions for the other 6.
#1 Tower of Babel- no changes
#3 Trojan Horse- Allows sabotage of Espionage
#7 Mafia- Full taxes under Despotism and Monarchy
#9 National Rifle Association- First turn of regular war still treated like a sneak attack (only border cities can be taken)
#14 Galactic Overlord- SDI satellites of nations you are not at war with defend your cities during an attack
