Fallout was a TBS-RPG! I think what you meant was how could you make a Fallout RPG in a Civ 3 mod.

mm, yeah it was turn based. but it was more tactical than strategic.

One was on an individual scale, and civ3 is on a scale of empires and armies.

Obviously it is a mod about the fight for power in the fallout world, not a rehash of the game itself.
