To answer your question, no you cannot launch 5 nukes each at Hercules, Jonny, Spaced Cowboy and Kassiopeia on the same turn.

With old enemies eliminated World Leaders looked forward to a period of Peace...the World Leaders with the exception of Kassiopeia that is.
Kassiopeia, reportedly heard voices in his head (of some ungodly creatures by the names of DrSpike and Teebin) telling him to send some Nukes. Four nukes were launched at Spaced Cowboy and destroyed the citidels of Dude, Sweet, w00t and Dood leaving Spaced alone in his new city of Duped.
