I think this "send spy/train spy" turtling definitely needs to be address for next game....

Well, we could simply say that you can't train a spy more than, say, three turns in a row...

I was simply calculating when I would have a fleet of roughly 90% your strength.

Alright I will stop training spies. That leaves me two turns to build shields, and 2 more to raise them, so fast forward to turn 24...

That'll put me at 80% strength, good enough.

No objections here. We could also ban people from training and using a spy on the same turn - spies are unique that way. You can't build a shield generator and use it on the same turn.

Note: I'm not suggesting we make "send spy" a Special Order, as that would take a lot of the point away - simply that we ban people from training and using spies at the same time.
