                    Command points were put into moo2 to prevent massive fleets. If you run a deficit, it costs 10 BC per deficit point. and each ship costs:

                    frigate - 1
                    destroyer - 2
                    cruiser - 3
                    battleship - 4
                    titan - 5
                    Doom star - 6
                    non combat ships - 1
