I think not. The rule in Galactic Overlord 1 was that the ships would be lost, adrift in space.

In another ruling, when someone is attacked by two or more parties seperately in the same turn, damaged ships can still join in the fight. For calculating the fleet's total hitpoints, you use the ships damaged hitpoint total, not its full hitpoints.
In Galactic Overlord 1 these ships didn't count. I think they shouldn't count.
They can't be attacked since they don't have a homebase and are somewhere in the deeps of space, but a player in such a situation can offer his services for sale (read help in an attack or so, and get's back BP's or a base or something)
