It's the Amiga thing that worries me. What you're desribing sounds a lot like a System Shock/Half-Life/Bioforge type game, though obviously none of those.

#9: The action takes place in the Genoq Biolabs skyscraper in Singapore. You, a courier, land your jetpack on the 80th floor, and must reach the 89th to deliver your mysterious package to the chief scientist, Derrida--the package is the only chance to eliminate the rampaging creatures that have taken control of the building.
#10: The most primitive type of artificial lifeform you encounter appears to be a simple, bouncing red ball. It can become invisible and envelope you, leaving you only seconds to bounce your laser off a wall and destroy the creature from the outside.
The second generation is a wiggly blue cylinder that disappears into the floor, and can stomp you flat if you do not pay attention to where it disappeared.
The third type of enemy is far more sinister, a shapeshifting creature that can take the form of civilians or ordinary objects common to the building. It is immune to your laser, and must be destroyed with grenades.

Ah, I understand the spelling now, and that earlier clue. When you hear the name of the game you don't make the connection.
If anyone wants to jump in and do a game before I think of one then feel free. I've done sooo many it's hard to think of games that people will get.

In this turn based game, there were 4 players, on a small grid map (The whole map is on the screen)
At the bottom of the screen there was a "clock", which was just an animation of the sun goes up in one side, and down in the other side... when the sun is down, the time for that turn is over...
During the turn you could (IIRC) build new imporvements on the land, or you could buy something in the stores.. I don't remember anything about war
