      Added Relations view to minimap. Clicking on this will color code the other civs based on your diplomatic status with them. [Need translation for non-English strings of course]
      BLUE: Allied
      GREEN: Peace treaty and/or one or more diplomatic pacts (military/pollution etc.)
      YELLOW: Neutral (at most a cease fire treaty)
      RED: At War

      Added related functions in player.cpp: HasAnyPactWith and HasPeaceTreatyWith

      Also changed color of capital display to orange.
      Finally, the new minimap options are turned off by default.
