Project: Capitol bug

It didn't cause a crash but when i tried to build my capitol when I already had one it removed my old one but didn't build the new one. I tried to cheat 'add building' to the city i wanted it and it wouldn't appear in the inventory (though I it said it did in add bldg) when i added it back to the original city that had it it shouldup in the inventory.

so it looks like the flag for the capitol stays valid even without the capitol and it doesn't allow for a new one to be built.

Well in my huge amount of code changes I stubled on it. But as long as the game with all my other changes doesn't behave as expected I don't comment it.
