Great Library entry for Hospital

It has always bugged me that the entry for Hospitals is incorrect - it says

Gives:
Increases City Max Size
Reduces Overcrowding Effect by 0

Well it actually reduces overcrowding by 8, so this is what the entry in Great_Library.txt should read:

[IMPROVE_HOSPITAL_STATISTICS]
Gives:
Reduces <L: DATABASE_CONCEPTS,CONCEPT_OVERCROWDING>Overcrowding<e> Effect by {BuildingDB(Building[0]).RaiseOvercrowdingLevel}
[END]

Except that there should NOT be a space between L: and DATABASE, I had to put one in so it would not say Reduces <LATABASE_CONCEPTS

For some reason I thought the great library was not included in the Playtest download, and I thought I would be considerate of the luddites who still use dialup. Since it actually is already included I will add this correction as well.
